Iv'e completed every collection except for metals, the final 4 are rares and im constantly going to sylvan glade and forgotten grotto, but it is spawning no dig spots 
it did one time but i cant remember how i did that

@Malleycrowlz, thank you for mentioning that you are playing on a console because I would have asked if you played with any CC or Mods, so you saved both of us a step! 
I am going to ask a few questions to help figure out what is going on:
1) How long has this been happening in your game?
2) Does it just happen with one Sim or Sim household, or does it happen for all the Sims in that save?
3) Can you test with another Save Game and see if you have the same results?
