No option to leash dog, or ask to go potty???

The option to leash dogs, and ask to go potty comes and goes with my sims. I've had it happen with at least two sims, where previously they were able to ask a dog to go potty, or leash a dog, and then later the option disappears. With one sim it came back later. With my current sim, the option was back briefly when I traveled to a new lot, but quickly disappeared again. I have to call my dogs outside and hope they potty there.

Does anyone know why, or how to fix?
