My worlds won’t update in eco lifestyle

I have no idea how any of this works I’ve never had to use this before but the worlds in eco lifestyle won’t change when I cheat them. When I played properly with Port Promise the world updated and got green but not sure about modern development because there aren’t any buildings around but in Conifer station and Grims Quarry the world isn’t changing to be modern. It’ll add plants but the houses around stay the same and so do the pavements. Is it because I’m cheating the world or is it a glitch or is it normal? I’ve tried restarting my game but nothing worked
