If I download the "saves" file from the EA folder on my computer…

…will I be able to play my current Sims games if I delete the app and reinstall the game on another computer? 

I'm getting a new computer, and giving the old one to someone, so I want to delete the Sims 4 app. however, I do not want to lose my saved games. If I download the saves folder from the EA folder on my laptop, will I be able to use those save files on another computer with Sims 4 installed?

Carls Sims 4 Guide has a thorough step by step on saving / backing up your save games/sims etc.. so by following that guide, and 'pasting' all the required folders to a portable drive/usb, you can then place them on your new pc in the Electronic Arts/Sims 4 folder.
