How to add a high school to neighborhood?

I'm new to the sims 4 and I just purchased HSY. I wanted to add a high school to Willow Creek. I've bulldozed lots to make space for one, but I don't have the option to change any lots to be a school. I feel dumb lol how can I add a high school into the neighborhood?

You can't do this without using mods, something like Zerbu's Venue Changes (a few others around as well).

Always delete your localthumbcache.package file whenever you do anything to your mod loadout (adding/removing or updating mods).
