How often do Unplayed households populate into neighborhood lots

Hi just wondering what the logic or structure is for unplayed households populating into vacant residential lots?

im only playing with a few households and everyone has died off at this point so neighborhood is pretty scarce.

@Sheli38 Please try the following setting:

• go to the Main Menu > enter your saved game (but not a lot)
• click the three dots in the top right corner to open the "Options Menu >Game Options > Gameplay"
• Tick the box that says "Fill Empty Homes"
  
• Click the "Apply Changes" button. Save, exit, and restart your game.

What I meant was how often do they populate? I have it ticked and they rarely fill up so was wondering how often they get filled.
