Glitch? Costume Party Packs Guy/Gal Not Showing Up

I saw the two cute Costume Party Packs on the first day, but have not seen them since, even though they’re supposed to be available until November (2nd or 3rd) 

Is this a glitch or just a problem with my game?  

I didn’t see any bug reports (yet).  
How can I still purchase them before time runs out

The Packs finally showed up around 1:00am. CT

I was so relieved & happy to get them. 
I’m looking forward to seeing my Sim in the powdered wig. lol

@katclawsx3 Try basic troubleshooting and wait for some time while you are playing. That works for me.

Well I cleared my cache, and restarted my iPad.
Is that considered basic troubleshooting?

@katclawsx3 Someone who had same issue told me the packs showed up after a few times restarting the game and cycling through the pack offers.

I’ve been trying to do the restarting a few times today, but still no luck. 🙁
Should I do a Bug Report or is this just a glitch that’s only affecting my game and only a few others?
Also, Isn’t the last day to purchase these Packs this weekend?
