Fill Empty Homes switch not 100%

In game options, I disable the "Fill Empty Homes" option not wanting to populate my sim 4 universe, yet  more than once I suddenly see that all properties end up with sims. This a glitch? Thanks. -Brian

If you have MC Command Center it has an option to fill houses, marry Sims and a lot other. After removing all Mods/CC and deleting localthumbcache.package did you then test in a new game?

@jpkarlsen Had no idea mccc had this, only available if choosing it on a computer. Yes, it is enabled by default. Going to start a new game and disable this attribute and see. Thanks!!!
