Actually, you know what,  there are a few solutions!

Either

1]  Purchase entire collection of Sims 4 DLC . to infinity and beyond

2]  Say screw this, and refuse to purchase and/or play Sims 4.

Option 2 being the better choice.

Why?

Well with the realisation that EA will continue to milk this version of Sims for all its worth.  This version of the sims has been churning out tat for the last 6 years.   Now, glorious Sims 3 being 5 years.  Sure Sims 3 had a marketing website and general overall set up, henceforth EAs requirement for these intrusive marketing popups before the game can be played.   I get it, the requirement for the game marketing, since there is no website.  Except, well maybe Origin store, with its listed items with no prices.  In order to see the price of an item, one must goto the page.  Who can be bothered with that?  So yes, lack of punters to the EA Origin store?  Solution=In game marketing with game blackout!

Do I really, REALLY, REALLY,  want to purchase said promoted, non discounted item, in order to entirely foolfill this Sims 4 experience?

No, I do not.

There are better choices, and that is Sims 3.  Heck Sims 2 and Sims 1 are pretty awesome games too.
