Childish adult sim can "steal" unowned children's toy [ Edited ]

Steps: How can we find the bug ourselves? 1. First, you have an adult sim(YA) with Chidish trait. And you don't have any items in your inventory. 2. Go to unowned lot, such as national park(park). 3. Open build mode and place "Llamacorn Talking Toy $85" on the lot's ground. 4. Click it, and you'll notice "Put in inventory" is grayed out because it is not owned by player. Click "Play" option. 5. The sim will pick it up and start playing. 6. Cancel the action (bottom left menu > click it to cancel).
What happens when the bug occurs? 7. The sim will add the toy into the inventory.
What do you expect to see? The sim put the 'unowned' toy on the ground(put back where it belong).
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
