I know this sounds pretty pathetic but I only own the base game and Get to Work in TS4. When I go into the gallery I select only the packs I have in the Packs dropdown many on the left side of the screen. I search for items (usually lots) and it keeps showing me house lots that contain items from other packs with only a few that match my criteria. What can I do that I haven't already done that will make more compatible items show up in the gallery (in the community section?

If I'm understanding the topic correctly, I believe this is by design. The pack filters are intended to be inclusive rather than exclusive. In other words, they will display any gallery items that include those packs, regardless of whether other, unselected packs are also included in the item.

@PurpleSweetTart moved to the bug forum. I checked it out myself, checked Get to Work (Dutch: Aan het Werk), got results with other packs, like the clubitems and stuff from Outdoor Retreat.
I couldn't find any threads about this, might be there is one already, but the people that know that much better will take care of that.

Since my English is failing me, this is how I would expect it to work.
Let's say I have Get to work but not Get together.
I would then tick get to work but not get together cause I don't want any lots that contains stuff that I don't have.
If that's not the intention of the filter, then I think you guys should re-think it.
So if I understand you right, I can only filter lots that I want to have a certain pack. Say if I want something from Get Together to be included, I tick it. This mean, that lot can also contain stuff from any other pack but doesn't have to ?

I started up a new game and just discovered this issue that's "by design."
I really think this needs to be looked at.
I don't have any of the Stuff Packs, so I have all of them unticked. Yet, all lots that show up for me include things from the packs.
The filters are useless if they don't filter stuff out.

It's a terrible system.And goes against every design norm of games. You have multiple options, you tick the options for what you are specifically looking for - not you tick the item and we'll include that along with everything else, totally useless - but by design, IE buy every pack we have and you won't have an issue.
