This is an unnerving feature indeed. There is only one reason I can think of not to use exclusive filters: Data volume. Every time you apply exclusive filters in the Gallery, it may cause horrendous lags with thousands of people accessing at the same time with different filter patterns each. Even when I apply hashtag searches in the Gallery (which should be a straight forward matter) I am experiencing lags and connection time outs, so I would imagine something worse than that could happen with exclusive filters.

Product: The Sims 4
Platform:Mac
Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.76.81.1220
What expansions, game packs, and stuff packs do you have installed? Sims 4 base game, Get to Work, Island Living, Dine Out, Backyard Stuff
Steps: How can we find the bug ourselves? 1. Go to the Gallery 2. Scroll on the bar on left side of the screen until you get to "Packs" 3. There, it says "Show All" or "Show owned" or "Show Base Game" 4. When click "Show Base Game" it does what it's supposed to do which is show lots or whatever you want from the gallery that only includes the base game and no other packs. However, when you click "Show owned" it still mostly shows lots that include a lot of packs that I don't have.
What happens when the bug occurs? ^Answered in answer above.
What do you expect to see? I expect to see that when I click "Show owned" it only shows me lots, households, and/or rooms that only include packs that I currently own.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
Also, it still shows me that it selects only my packs when I click "Show owned", but it never does anything. As you can see in the screenshot, the green icon in most lots indicates that indeed these are lots that include packs that I do not own. In the second screenshot, I clicked on the first lot it showed me and it includes packs I don't own. This is extremely annoying and when I use those lots, it deletes all the stuff that I do not own, which is understandable, but at the same time it's difficult to find somewhat good lots that truly only include my packs.

Yeah, I've noticed this. Since I have no intention of buying all the packs, it makes the filters - and by extension the entire gallery - completely useless.

I also find the "filter function", as it currently exists, pointless and would be happy if EA makes a change there.
I have just let a household move into the neighboring house, for which I would have all the packs according to the filter, but now 2 bald and naked women live next door because I apparently had no packs. Thanks EA.

Glad to see this thread being active again. Already added my Me Too to the main post. I really hope they rethink the way the filters work because the current way doesnt make sense at all.
And i'd like to add the suggestion to make it possible to filter by lot size as well :D
Happy Simming!

This is just my two cents... But I genuinely believe the way this filter works is deeply counterproductive, to a point where it actually lowers sales.
Certain packs like StrangerVille, Realm of Magic and Vampires have been pretty widely criticized for the sub-optimal lot designs that make the whole packs less appealing.
All of these packs are heavily atmospheric and offer unique vibes people WANT to experience, it's supposed to be an adventure!
All these packs also have plenty of absolutely lovely re-designs on the gallery, specifically made with basegame and that pack only so players can experience their adventure without the need for additional packs!
This is where a good search function would positively shine, practically patching up flawed content without the need for massive game updates for everyone!
... and because of how the search function works, this is the very opposite of an effortless fun time.
