Sims 4 lot trait

Ok , so I recently brought eco, I didn't like it so I unistalled that pack. I've made a new sim & every world that I went to & brought a house , it keeps saying I'm off-the-grid. I checked the lot trait & it's nothing selected. I can't use anything electrical. What do I do !!???!!

Please move your mods folder to the desktop, delete Documents > Electronic Arts > The Sims 4 > localthumbcache and then try again on a backup of your save,
