He appears just a little bit too late, this looks like a bug to me. 

There´s a similar problem on consoles, and I think there are no cheaters on PS4/X1.

If you want to report someone for suspected cheating, please refer to above link.

As for that video, it looks like a slight lag to me - might occur occasionally depending on network performance, maybe there's just a spike.

Yes, mybe.. but I never seen this, so in doubt, following OURUMOV13 instructions I've report It..
Anyway neither sniper in my front seen him before to die because he dont do nothing to avoid the shot
