global shader cache file missing

After finishing downloading A Way Out and I want to load the game, an error popped out.

Please refer to the photo attached. I also attached the system setting. Do I need to change the pc setting so that I can play the game?

Moreover, I understand maybe my PC is incompatible with that game. In this case, I want to know if I can use the same account to download and play the game again with another pc in the future? I am afraid that the game cannot be downloaded twice.

Thanks for providing photos with useful information in the first place!

I see that you're using an HP laptop to play, is that correct?

Unfortunately, if your laptop's only graphics card is Intel HD Graphics 3000, it's below minimum requirements needed to launch A Way Out without any problems  This is probably why it cannot correctly process the shader file. You also don't have enough RAM
