i lost 2 major players in the 'off-season' cuz i didn't have enough money to offer enough so i have a 'weaker' team so was just wondering if it actually mattered if i played pre-season or not

Pre season is completely meaningless. There is no reason to play it.

Pre-season doesn't matter all that much but you're gonna be missing out during the regular season with some guys gone
