I don't think it's out for PS4 yet. The Sims 4 by itself just came out for PS4 a week or 2 before Thanksgiving. If it is, I can't find it in the Play Store or anywhere on Google, Gamestop, etc.

Correct, they haven't released it yet. They're releasing some packs at a time, generally the ones that have been most likes by PC-players. And as Cats&Dogs is a new game, they didn't really have stats on it yet. I think the best you can do is keep your eyes open and hope that it will be released soon
