Why is there no rotation on challenger battles?

I can’t be the only one that’s been annoyed with battling maxed out spec’d teams battle after battle. It’s impossible to organically grow and enjoy the game if I can’t compeat against people that are statistically similar to myself. Why isn’t there an algorithm in place to keep similar skilled and specd people playing against each other instead of a lower level player battling against a player that’s at max specs. That’s dumb and a good way to keep people from wanting to play. Thoughts?
