Why doesn't anybody fight?

Why doesn't anybody fight? I have fighting turned up to max, but haven't seen a fight since a couple tuner updates ago.

I have not really noticed this but it could just be a glitch from the last tuner. So don't worry I'm sure it will fix itself to you can just try to have a fight after the whistle!
