there's currently an issue with integrated graphics chips and terrain paint
Could you post your Computer's DxDiag?

@Pippsidojs Are you in the 'Paint Tool' in the terrain tools? That works like the spray can now - sort of. You can adjust the speed of applying and the edge softness, but it's pretty much the same thing. It's in with the 'Erase Tool' and 'Terrain Manipulation' - so you have to make sure that the top one that looks like a paint brush, select 'Paint Tool' is selected.
