1. start a romantic relationship (which started by flirty introduction to open the first date option), socialize until lvl 8 relationship, propose.
2. tap the new job and change career (usually costs you simoleons)
PS : you must not on a working quest to change career

Travel to the destination area. If you want to work in the restaurant go to the market place and click the suitcase icon.

That guide is a bit outdated.

Go to the Market Square by pressing the car button, then the location button.

When there you'll see two extra buildings you can unlock a job on.
