Time wasters

How do you report time wasters? Why is this allowed to be done! I do not mind losing a fare game but am coming against jokers who constantly time waste and score the same sweaty goals. When I say time waste I don't mean a bit at the end its lie half way through the 2nd half it's a joke that this is allowed.

Will they have points deducted if they do it? Or just a warning?
