Tenacity down broken on Malak

When tenacity down is applied they should have -999900 tenacity. I know there is still a 15% chance of getting resisted regardless, however Malak is resisting much more frequently as if the tenacity down isn't there. Could you check if this is working correctly and clarify how much tenacity down actually is? Thanks
