Roaming Racer Cletus missing [ Edited ]

Does anybody know where I can find the Roaming Racer Cletus? I've completed all of the other Roaming Racers but I can't find Cletus anywhere on the map.

Nevermind, I was able to find him and now he shows up on the map as well. He drives around in the top left of the map in a Porsche Panamera:

She normally roams around the main highway in the city, around the outside. In the photo she’s the one on the far right side.

Thanks, i couldn't find him neither, but do you know where Evangeline is driving around because i can't find her

cletus and peach arent on the map in my game why??!

btw i am playing on xbox

You have to physically find the racer in the streets, Cletus is up in the top left and peach is in the city

i know where he is but he is not on the map what can i do?

I’m not exactly sure what you mean, have you raced him yet in roaming?

i have beat every racers but only the last two ( cletus, peach) arent on my map

This is where they are, drive to these locations and they should be there
