Question on The Sims 4 console version content

I want to know if dogs and cats are part of the game on the PS4 version.

Which are the best dlc to buy? The ones that give you more playable content? (Not just visual things)

No Cats & Dogs are not available on PS4. When it will be I do not know. There currently are three Stuff packs available on the PS4 Store. More will be made available later.

If you want playable content you should buy the Expansion pack available : City Living, or the Game pack, Vampires. They have quite different content so which one you choose is up to you. And of course City Living has more content, but it's also more expensive. I think they have almost the same amount of playable content/game price.
