Question about New/Old Hobby Quest? [ Edited ]

I already have a Sim that is level 10 in this hobby, I earned it the last time around... question, is it normal for it to show up again if accomplished, especially this quickly? Why don't they redo the hot tub event again then, because I started playing this game, right after that quest ended!

If you have the hobby already you get a new quest where you can earn some new rewards. On the hot tub, I'm not sure, I hope it comes back. I believe there is an surprising event where you can get the hot tub, however it's pretty expensive!
