Poor Connection

i am tired of getting this message when a really bad player connects to the game 

this needs to be cleaned up either A: they forfit the match and loose or B: they are penalized for said bad connection bc im stating to get annoyed bc these players are winning bc i cant move anything bc of there connection 

as of right now i have lost 3 games bc of this issue

and my connection is pretty strong full wifi and 4 bars service
