I need to know if i have to buy the game addons for every user on the PS4, or

I can buy the addons once and make it available to all PS4 users

It works on Xbox One, if you have shared accounts. I can’t see why it wouldn’t work on your PS4.

PS4 is different.  Although you can share games across accounts, only the account that purchases DLC gets it.
