Tried:
1. Restore License - no deluxe
2. Safe Mode-> Rebuild Database - no deluxe
3. Safe Mode-> Restore Default Settings - no deluxe
4. Delete and re-download and install the game - no deluxe
5. Safe Mode-> Initialise PS4 -> re-download and install the game - no deluxe
Still not resolved - no deluxe.

Will give this Restore License idea a go tonight but yeah, not really expecting it to work either.
Really confused why this is such a big problem. I've had no problems with pre-order content from other developers (e.g. Final Fantasy XV Masamune pre order bonus). Seems EA just * the bed here with the amount of issues.
So, EA. Will I get the additional money I paid for Deluxe refunded then since I'm also on track to unlock a number of the pre-order bonuses naturally through gameplay? This is bulls**t.

PlayStation Support has given up Now they just say "Contact EA Support". EA Support say they can't do anything. Fantastic.

@Toggaen Thank you for the confirmation, a fix was rolled out last night that should have helped most folks affected by this.
