Why is DICE neglecting their brand new game mode Operations (which i personal think is the best and hope it'll be thee main game mode in the future).
I know they're all about the "historical progression from one battle/map to another" but this approach ends up leaving out 5 maps!

Lupkow Pass
Albion
There are a lot of players who primarily play Operations and prefer the mil sim feel rather than the chaos that is Conquest. By excluding maps from Operations a lot of players are missing out on DICE's hard work. Nobody wins, the players and the devs alike.
Some Operations have 2 maps and some have 3, why can't some Operations just have 1 map?
Operations for all maps!

Already answered but just going to mention that the upcoming Campaign Operations update is likely - or supposedly, to give the standalone maps their own operations. Including all the maps you have mentioned + perhaps some from the campaign.
While this is just speculation it's the most likely outcome, as the image of the update includes the map Albion which is yet to receive an operation.

So Campaign Operations is NOT operations for individual maps.
But it's linking existing Operations together?

Sadly so, instead Operation Campaigns have been announced to essentially be playlists stringing two or more operations together generally those which are related. Fall of Empires for instance will link the operations Conquer Hell featuring Ballroom Blitz and Argonne Forest with Iron Walls which has Monte Grappa and Empire's Edge. This essentially makes it a super operation if you will, and apparently there will be timed events for these operation campaigns where if completed you can be rewarded a special battlepack.
Whether we will see standalone operations further down the line remains to be seen but here's hoping we will, maps like Albion have a lot of potential for it.
