No Nightsister Packs In Store Yet

Why are the Nighsister packs (which were detailed in the release notes) not available in the shop yet?  The event starts in less than 12 hours.  Is this a new "packs release cadence" whereby packs will no longer be available before an event (like the always were)?

It also seems odd that double drops don't occur before the event, and instead happen during - and continue past the end date of the event.  Why not have the event start a few days later, after double drops are over and packs have been available?

This makes little sense and is a fairly significant departure from previous events.  Any explanation would be appreciated.

Someone had to have lots of crazy Night sister packs to do this. This was my final battle at the end of GW.
