Mod roof amount

Can one of you lovely awesome guys tell me why I can’t take off all my mods when others can I have no hoarded mods and have mods on all my characters I’d like to be able to strip them clean and start again since the game is moving in different directions I need to be able to access all of mods but seems I can only remove about 1/3 - 1/2 of the total amount of mods I have ?? Can anyone suggest why this is when my friends are able to do this and I can’t
