Michael Vick power up

Hi taken his power up to final stage having bought the legend card. To get to 99 it is asking for his 99 ultimate card (500k plus). Is this right? Surely can't be as I could have ignored all the stages and bought this in first place?

@Ironbtlhorse yes, using his 99 OVR item to upgrade his Power Up item results in a 99 OVR (which is the maximum). but his attributes are better in the fully upgraded PU-item (see for instance in the MUThead database: https://www.muthead.com/21/players/10514120/upgrades/0/11 vs. https://www.muthead.com/21/players/22014120/)
