Marrying an NPC While Having a Full Household

I married one of my sims to an NPC (random npc that is the boss of the fashion studio), but I already had 8 sims in my inactive household while having 3 out of 4 playable sims active (I have all 4 slots unlocked). I was hoping that I would get a prompt that would let me make the spouse playable, but since I already had 8 sims in my inactive household, the pop up did not occur and the spouse did not move into my home.

Currently they are still working at the fashion studio and I moved out one of my inactive sims. I do not have an option to ask my spouse to move in nor do they hang around my house. How can I get them to move in and make them playable?

Was the NPC an elder? Do you not have the option to ask them to move in now there is a spot?

What happens if you click on the family portrait?  Can you see him there? As an NPC he should be there together with all the unplayable children and you could be able to promote him to the empty spot.
