Market Place Fair blocks working?

Why I can't work on my main Sim in Medical Center or fashion? No bubbles or options. However, I can work just fine on my other Sim. Is it due to the fair?

Could it be your Sim is busy with something else?

Nope because I can do everything else, such as hobby and friend events. I just can't work. I even tried changing careers as well and still same won't give me the option to start working.
