Madden 19 Legends Availability [ Edited ]

Just wanted to know since the game changers video showed a roster of just legends that are playable through exhibition play. Are we able to use those legends like Vick, Sanders, Urlacher etc. in Franchsie mode. Smilar to how we could in the madden where Favre was on the cover.
