I think the problem is that once they have set up like this, with their Zone Troopers protecting their Juggernaut, they can comfortably stay in their position. So you need to crush them before that happens. I know, easier said than done sometimes.

Your first mistake was making a rocket troop to take out his harv when you spotted the double harv. You had 100 tib at this point and could easily afforded a mohawk to which he had almost no counter to. Second mistake is allowing him to keep the pad neutral for a good time on the 2nd nuke. Step off the pad and let him charge it for you as you pressure his harv / tech units, then when it goes critical grab/contest all the pads and send it off. Failure to do so is a long and painful death against units you stand no chance against.
