The 4th summer mission dogtag says that you needed to have participated in all of the summer community events. Does that included the class missions that were available this past month?

No it doesn't!

Only the 3 Summer Missions are important for that.
If you completed all 3 Summer Missions and got your Dog Tag for each Mission, then you should got it now.

The Golden Dog Tag and the Arditi Knife got awarded on August 30th!

No, just the 3 summer missions with the silver dogtags are counting for dogtag #4 

It has just not been granted yet.
