I cant create a third sim

Hey. I cant create a third sim on the sims mobile. Im level 12. I do have a toddler though, does that have anything to do w creating a third sim?

So I have to buy that slot in order to create a third sim? And what about the fourth sim then? I thought the third sim would be free 😪 do I get the 4th sim for free if I buy the third sim?
