A what? Your having your buggy attacks a buggy? This is only useful if you have an anti-vehicle attack as well. That buggy's not going to last even if its the one sitting still, as your unit is 2 levels lower than his.

This is where the...see theyre cheating posts come from. Their levels are too high and thats why I lose because I wont pay money and they do.

Maybe this has to relate with the fact that armies with a higher level usually win cause of a condition called level advantage. I would suggest staying in a lower league and trying your best to end all battles in a tie. One would technically win even though the game doesn't reward you points. This is done in such a way that the opponent can't access the pads. Its easier said than done.
