Here’s an Idea

Spies steal each other’s blueprints all the time in war. Create a spy (think they had it in previous games). Once that spy goes into their base you can now build NOD units if you are GDI or GDI units if you are NOD for the duration of the match. 

You can also steal unit levels. For example. You are facing level 11 GDI units. You send in your GDI spy into their base and now your level 9 Orca Bomber becomes a level 11 Orca Bomber just like his.

I think spies should be excluded from the deck, they would come with harvesters for both GDI and Nod. Your spy can be commanded to disguise itself as your opponent's infantry and the enemy won't automatically attack it. You could then sneak up to the base and steal the level of your enemy's. If they have a level 12 attack bike and your pit-bull is level 10, when the spy enters the enemy base, pit-bulls become level 12. If the enemy has the same units you have, any units you have the at the enemy has, will reach the same level as your enemy. If he's the opposite faction, the right counterpart gets upgraded for the duration of the match. Sending a spy to a GDI base that has predator tanks while you are Nod will upgrade both tick tank and scorpion tank. If your enemy's unit is lower, this has no effect. Spies should cost 30 tiberium.

Stealing levels is stupid. What would that spy do in events?

In an other C&C game, you could gain rank for Barrack, War Factory or Helipad units, turn off the power or gain a special unit from Tech Lab.

Engineers were able to take control of any building they get into, including enemy HQ, but they had no disguise.

If not instantly pushing your unit's levels to your enemy's, why not have those spies enter one of the 4 buildings. These are the barracks/Hand of Nod, War Factory, Airfield and tech lab. If a spy entered one of the buildings your enemy has, your units that belong to that specific building level up by 1 complete level. You can do this 14 times if you have a level 1 unit in your deck. 10 times for an unused epic unit.

In an event, you could use the spy to steal their units. Say you run an Nod aggro deck with no tech units, you can send a spy in there and now build a titan.

Levels are not a great game design feature, it's a monetization feature.

 

In Red Alert 2, when sovjets slole chrono technology, they ended up with Chrono Ivan.

Um, what I said is that the spy is not part of any deck. At the start of the match, they can be ordered by anyone in the same way you could choose to bring 1 or 2 harvesters. You just have to protect it and destroy any unit that you don't control. I never specifically meant that you could steal other units, otherwise you'd get access to a 12 card deck.
