Playing the game IS the only way to get fuel. That has never been different though. So yeah, if you want to get fuel, you have no other choice than to start a battle.

yea, I've noticed the fuel reroll likes to stay on tech units for some reason. Just re-roll for 1 faction till you get a unit you like, then you have something to play and earn fuel with. Next do the commander/harvester bounty reroll, and finally the other faction. If you run out of fuel this way, at least you can play games to complete some of the bounties to get more fuel to reroll the others.

I also like to keep 10 fuel ready for the morning for rerolls, usually I need them all.
