Division 9, 10 matchmaking?

I would like to know why are there so many players in divisions 9 and 10, who clearly do not belong there and therefore making it practically impossible to get to division 8, let alone 7.

These players all seem to have under 300 rating and by that criteria do belong into these divisions, however that is certainly NOT true considering their actual skill level, which is that of players who should be in divisions 1-5.

I very rarely get matched with players similar to my level or below, so true 9 and 10 players, so my rating is constantly between 0 and 300, thus never going above division 9.

it's because of the objectives. Like getting Huntelaar in MM. 

They want to get it quick, so drop down leagues in Rivals to get easier opponents. So players who normally play div 5/4/3 drop a couple of leagues on purpose. 
This weekend i got matched multiple times to a bronze team, who scored a own goal and quit. Easy points, but not why i play rivals.
