I’m pretty annoyed with this quest I got part way through the 11th quest and when I opened the game back up it rolled me back to the 9th task.. waiting to hear back from the developers.. which I doubt I will.

Best thing would be to contact an EA game advisor about this issue.
You can do so through The Sims Mobile app. Open the side menu, choose the gear icon, then the button with 'Help'.
This will open your browser, scroll down until you see 'Contact Us' and choose 'Technical Support'.

That sucks im so sorry, I ended up buying the heirloom because it just looked cheaper as I didn't think I'd be able to finish it
