Commander upgrades and general query

Why when upgrading our commanders does our bases still only take 2 strikes from missile surely it would make sense to increase the amount of strikes a base needs before total destruction and in doing so increases playability between both players .  Also is there any plans to bring out missions that would  feel like the golden age of C&C .. is it possible?
