Champs Player Base Question

I don't know if it was true or not, but I seen post about how Champs ran off the league you are currently in for player base.  If that is true then should I see only level ten units?  Why I am asking is because I just seen a player with level 11 units.  Now like i said before I am not too sure if this is true about being in the same league players.

League placement in Rivals Champions/Rivals Champions Blitz events is based on your best (aka highest) league in GDI or Nod over the past three seasons. There is a visual bug in the game that shows the league placement for this weekend's event as your current league; that is not correct. Your placement is based off your best league. If your best league was Master/Tiberium, then you will place in the Rivals Champions Blitz Master League, which has a level cap of 11.

Ok my best is Platinum 1. Like i said before I played against a player that had level 11 units so i was not sure bout how it is structured. Thanks for the information I think.
