Cannot play tier III of Empire Basic Training Event

Game will not allow me to play tier III or Empire Basic Training Event. After I play tier II the option to play tier III is blocked out and when I try to play I get a message saying I have used up all replays, but I haven't even played it yet.  When it resets the next day, tier III remains locked saying I must play tier II to unlock. I play tier II and again the option to play tier III is blocked out and I get the message again when I try to play tier III.
