Tuning for less overall touchdowns

Is there a way to tune franchise for less overall touchdowns?  After a season league wide there are about 20% more overall touchdowns in a Franchise season than there is in a regular NFL season.  I have tried adjusting sliders but that doesn't seem to work.  Let me know.  Thanks!
