Yes, as you can read up on in the article I shared, an EA account can only be linked to one Steam account in its lifetime. You won't be able to link another Steam account to that specific EA account.

You can unlink accounts in case you want to connect your Steam account to a different EA account - the EA account has the limitation on the connections, whereas a steam account can be linked to different EA accounts over time.
