EDIT : @Ftacitus make sure your internet connection is not running through a proxy.. Go to Internet Options in Control Panel > check the Connections tab and make sure the proxy server is not checked.

If your issue persists go in Safe Mode with Networking and downlod/install Origin https://www.origin.com/en-ie/download

If your operating system works properly,you should have downloaded Origin in Safe Mode without any problems,mate.
Use System File Checker (SFC) to repair any damaged system file automatically while you're running the operating system https://support.microsoft.com/en-sg/help/929833/use-the-system-file-checker-tool-to-repair-missing-o...
You need to run the command sfc /scannow around three times to fix all the problems. If you have installation media, such as a DVD, you might have it available, just in case SFC wants to replace a damaged file.
NOTE if System File Checker is not working or will not run or could not repair, you can try to repair the Component Store and see if it helps.
To do so, run CMD as administrator. Type Dism /Online /Cleanup-Image /RestoreHealth and hit Enter. After the task is over, restart the computer and see if it has helped.
